There is no known restrictions for the climbing.
About 800 m walk from a spacious parking lot at Riksten (4 h free parking with p-skiva).
Alternatively, 10 min by bus number 721x (or 721 which takes longer time) from Tullinge station to Gösta Frohms väg bus stop in Riksten, then walk about 1 km.
One can also cycle from Tullinge or Tumba.
