No special access issues
From the parking spot (keep in mind that you can't see the boulder from the road) walk along the biking path for 300 meters or so, then get up a gravel road behind a big retaining wall, continue until it splits; at that point go uphill by taking the switch back and keep going on the road until it ends at a spot where there are some mesh cubes filled with rocks stacked on top of one another to make some big steps, go past them and then up and north for ~30 meters. You should be there.
It's on public land, you are never gonna meet anybody up there so it's not gonna be and issue👍
